The question isn't: "Are you undermanned".
The question is: "Are they undermanned".

If the computer attacks you with more briggands, and goes up into the next class ship, that means that you might be at 90%, and them at 60%.

Now think about that 'next ship class' being a merchant ship.

12 in a cutter vs 15 in a merch?

28 in a war brig vs 35 in a merch galley?
