Timing has a lot to do with it. I'd say the best time to find an Atlantis or flotilla run would be between 4pm and 8pm game time.

That's 1-5pm my time, I'm always at work until at least 6:30 on weekdays, and at the weekend I tend to be out and about, although sometimes a Saturday works (US/Canada Friday).
