A player owned rat on an island governed by Narya?

With all the ongoing stuff about the new release, and out of boredom I decided to walk around some islands on the Sage ocean. While walking on Descartes Island, I noticed something strange. I found a player owned rat roaming between a few trees.

After doing some research, I found that Descartes has been governed by a player a long while ago (in 2006, if I'm not mistaken). This however, was done on a pirate created by the OMs just for this job. I think it's unlikely that the rat was placed by this pirate during that event.

Anyone care to enlighten me how this is possible?

You know you can click a pet and read its tags to find the owner, right?

If the owner is that event character, then there you go. If it is somebody else, then find them and ask them, or similar.

Edi: I went and looked, and it belongs to captianxyuri, who was not the governor back before. She last logged in about a month ago, so maybe you could catch her at some point and find out what's going on, if you check now and then.

I forgot to add that detail in the OP, but as you can see I indeed clicked the tags, and /w'ed the person. I highly doubt this person will log back on, so I'm unable to ask her. The stats of this pirate are all Novice/able, except SF and bilge, which are Novice/Distinguished and Narrow/Proficient. No trophies except the Beach Comber trophy.

The event character was Despair. I think we can cross out the fact it was placed during the event.

Edit: In response of the last sentence of your message, her last online says the 2nd of July in 2009. :)
